What is a Brownfield Opportunity Area?

The BOA Program is a state initiative that provides funding to municipalities to complete area-wide plans for revitalization in places affected by the presence of brownfields and underutilized sites.

 

Brownfields are areas where investment and redevelopment have been impeded by real or perceived environmental contamination.

 

Brownfield Opportunity Areas may include industrial, residential, commercial, institutional, and/or vacant land. Their boundaries are carefully considered to create opportunities for new development, redevelopment, and transportation and infrastructure improvements.

 

What is a Brownfield Opportunity Area Plan?

A BOA Plan is a document that identifies the opportunities and challenges posed by brownfield and underutilized sites, presents a clear and attainable community vision, pinpoints key redevelopment opportunities, and provides strategies to achieve the vision.

 

What’s the BOA Plan Process?

 

Funding Award & Consultant Selection
The Village of Hamburg was awarded funding by New York State Department of State (NYSDOS) Brownfield Opportunity Areas Program to develop a BOA Plan for the West End Corridor (Lake Street) area. Fisher Associates was selected as the lead consultant for the project.

 

Existing Conditions Analysis
The team will analyze housing trends and needs, economic conditions, land use history and current status, transportation and infrastructure systems, natural features, and current and future hazard and climate risks in the study area.

 

Community & Stakeholder Participation
The team will work with the community to ensure the BOA Plan reflects the vision and goals of those that live, work, and visit the Lake Street /West End Corridor. A local steering committee will help guide the process, and several public meetings and workshops will be held.

 

Development of the BOA Plan
The Plan will identify strategic redevelopment sites and specific recommendations that align with the community’s goals related to transportation, infrastructure, economic development, housing, and other Village priorities. A draft and final plan will be reviewed by NYSDOS and made available for public comment.

 

BOA Nomination
An application for BOA designation will be submitted to NYSDOS. As part of this process, Fisher will conduct a NYS Environmental Quality Review to ensure the Plan complies with the State Environmental Quality Review Act (SEQRA).

 

Implementation!
Once the BOA is officially designated, developers that participate in the Brownfield Cleanup Program will receive a tax credit to redevelop strategic sites consistent with the approved plan.
